Ask HN: Could Russia be “unplugged” from the internet?

I'm asking out of technical curiosity. We have seen lately the idea of excluding Russia from the SWIFT financial network. Would it be possible to do such thing with internet? Like stop routing Russian IPs? (If there is such thing?). Or how could it be implemented? What would be consequences for Russia? And for the rest of the world?
