I propose a system using Artificial Intelligence to elucidate several critical socio-economic issues. E.g. 2.5 bil adult do not have access to a bank account [1]. Another 2.5 billion individuals have inadequate access to sanitation [7], which results in a myriad of health concerns and water pollution. The proposed research program, albeit too aspirational, will depend on utilizing and interconnecting the available human, natural and industrial resources in a cost-effective manner. Envision a system where challenge-facing individuals from all the world can post their concerns. The system will connect the individuals by allocating the proper resources and matching it with solvers/helper individuals (providers) using data from multiple sources. The system needs to effectively classify challenges [3] and assess them based on many parameters: difficulty, location, various risks involved among many other factors and learn to assess their legitimacy, urgency, adversity and impact. The system can then be designed as a recommendations system where it employs reinforced learning and solutions found across multiple experiences and connects resources and providers to solve the issue. This proposed model will be based on the premise that the service provider will be rewarded, while being mindful of the limited resources. The rewarding system can be integrated with a decentralized ledger. Examples : • An experienced farmer is facing drought. The farmer, can access the Global Good Citizen system looking for water resources with the closest proximity. The system will use large and sparse datasets including weather meteorology, and near-by water supplies. The system can then solve to connect the farmer with a suitable provider. In rare cases, a company or an individual may donate a portion of the needed water supply. In other cases, a provider might ask to be paid back in pre-determined monetary amount equivalent to the value of crops harvested.
